Briefing on the Children’s Wellbeing and Schools Bill

PRCBC has provided this briefing, together with Amnesty International UK, for House of Lords Report stage of the Children’s Wellbeing and Schools Bill, which begins on 14 January 2026. 

PRCBC has provided this briefing, together with Amnesty International UK, for House of Lords Report stage of the Children’s Wellbeing and Schools Bill, which begins on 14 January 2026. 

This briefing is in support of the amendment tabled in the names of Lord Moraes and Baroness Lister of Burtersett to Clause 22 (cases in which the corporate parenting duty does not apply). The amendment has particular focus on rights to British citizenship of children and young people; and the need for adults with responsibility for their care to understand and act on those fundamental rights to ensure they are not lost to children growing up in the UK, including many children born here.
